Kid runs a 52.24 FAT timed, i want to convert it to "hand timed" for our top ten records list - whats the new rule? subtract 0.24 then round up to nearest tenth? Or subtract 0.4 and round up?
the michigan rule is subtract .4 and then round up to the nearest tenth
the NFHS rule is to add .24 to all hand times (after rounding up to the next highest tenth)

and T&F news uses .24 for 100/110/200, .14 for 300 and up
